State investment in infrastructure in Catalonia during the period 2007-12

"The failure to implement the DA 3rd EAC (Third additional provision of the Statute of Autonomy of Catalonia)  is verifiable for several reasons: first, because between 2007 and 2009 was required to negotiate annually a part of the planned amount for the mentioned provision and in the Bilateral State - Government of Catalonia Commission agreements. The State has not financially recorded as regional investment the equivalent to the weight of the Catalan GDP over the State’s. Secondly, because, despite the agreement on the methodology of the 3rd DA EAC offset deactivation regulations imposed by the STC 31/2010 and is concurrently an agreement between the State and the Government of Catalonia that forces until 2013, in fact, have not actually been paid the agreed amount. Finally, thirdly, the impact of the full implementation of the the 3rd DA EAC (Third additional provision of the Statute of Autonomy of Catalonia) on the structural fiscal deficit of Catalonia is not significant and is estimated at 0.4 percentage points."
