Miquel Strubell MA MSc, of the Universitat Oberta de Catalunya, presented this paper at the seminar on "Self-determination processes in the EU: The case of Catalonia" held at the University College London on October 25 2013.
In his paper, Strubell looks into the reasons for the recent growth of the pro-independence grassroots movement, which he traces back over ten years. He concentrates on events since the 2010 Constitutional Court ruling, which invalidated substantial parts of the 2006 regional constitution (the "Estatut d'Autonomia") that had been accepted by both Chambers of the Spanish Parliament and ratified by the Catalan people in a referendum.
His main thesis is that it is the well-organized popular pro-independence movement that has pushed the whole process ahead. He also lists a sample of the threats that have been issued by Spain and some EU officials, as regards the actual holding of the referendum, as regards a possible -perhaps likely- positive outcome, and as regards a future declaration of independence in the face of the unbudging stubbornness of Spain's political leadership.
