The Consell recalls that the independence movement "has always appealed to dialogue and negotiation" for the solution of the political conflict, which they believe has been "systematically disregarded and belittled by all Spanish governments." However, they insist on continuing "willing to dialogue."

They ask the "people of Catalonia" to support institutions "exercising essential civil rights" and nonviolent civil disobedience. "There will come a time when if dialogue and negotiation do not work, we will not give up our right to self-determination," he said.
