The International Liberal meeting in Fès, Morocco, from 22 to 24 November expressed "Deep concern about the criminalisation of political dissidence and the deterioration of the difficult relationship between Catalonia and Spain, tensions will not be resolved with political judgements or repression but with respect and dialogue". It urges "Both parties to engage in a constructive dialogue toward a political and democratic solution over the future of Catalonia, including the amnesty of pro-independent leaders."
