The Bullfighting Federation is trying to produce 500,000 signatures by March 22nd in order to request that bullfighting be legally protected in Spain, and that this take effect retroactively. In other words, although the parliament of Catalonia has banned bullfighting since 2012, if this new law is approved, Spain will allow bullfighting in Catalonia again.
The law states that the signatures must be collected within nine months after the law which they try to amend. However, the Spanish congress has granted a moratorium in this case by extending the collection period until March 2012.
Finally, the Federation announced today that it had obtained the necessary signatures, and that they are ready to present them on March 22nd. Once submitted, the Spanish government will have to validate the signatures, and if everything is OK, the Spanish congress shall vote on a bill to protect bullfighting.
Considering that the conservative Partido Popular holds the majority of seats in the Spanish congress, it is very likely that next March, once more, the will of the Catalan people will be thwarted.
