According to sources from La Moncloa, Europa Press says that the Spanish Government sent a formal document to the European Commission requiring all its members to explain their stance regarding a possible independence of Catalonia and its inclusion in the EU.
The government, presided by Mariano Rajoy, has sent constant messages saying that Catalonia would be out of the Union. Anyway one week ago, Viviane Reding, Vice-president of the Commission, disputed this information saying: “International laws say nothing similar to this” and added: “please, solve your internal political problems in Spain. I rely on the European mentality of the Catalan people.”
After this forceful statement, and following the statements by the President of the Commission, Jose Manuel Durao Barroso, who said “I confirm that, in the hypothetical secession of a part of a member state, the solution would have to be found by negotiations into the international legal system,” the Spanish Government moved ahead pressing and mentioning a Union Agreement (4.2.), saying that the national identity of the member states will be respected as long as they are “inherent to the essential political and constitutional structures.”
What the Spanish Government means is that, if Catalonia becomes independent, the agreement would not reflect such events, which would make independence illegal. And again they said something else about the indissoluble unity of Spain, mentioned in the Spanish Constitution.
