Catalan Government Creates Its Own Tax Agency



The Government of Catalonia and its finance minister, Mr. Andreu Mas-Colell, are already working on the design of the new Catalan tax agency. According to Mr. Mas-Colell, the goal of the agency is to manage “tax resources” in Catalonia and to fight tax fraud.


For this reason, the Government has created a Ministry of Finance so as to make the Catalan Tax Agency as the sole body responsible for managing, liquidating, inspecting, and collecting all the taxes collected in Catalonia. Furthermore, the agency is to have full regulatory power concerning taxes, in comparison to the feeble control allowed under current Spanish law. In addition, Mr. Mas-Colell has shown his support to an increase in staff at the Catalan Tax Agency with personnel from other departments of the Catalan government.


At a hearing in Parliament, Mr. Mas-Colell stated that today over 90% of the taxes generated in Catalonia are subsequently collected and managed by the Spanish tax authorities. Once the Catalan agency takes over, he added without setting a date, efforts will continue "with an equal or greater force."
