The Spanish govt breaks the law and will maintain direct rule over Catalonia in spite of the appointment of a Catalan Government

The Spanish government rule out dialogue with elected catalan leader on the basis that Spain feels insulted because they themselves have imprisoned, without trial, members of the Catalan governent. The appointment of the Government of the Generalitat by the democratically elected President Quim Torra is 100% legal and in compliance with the law. Obeying the law means the State must execute the due act of publishing it and making it effective. Not doing so is skipping the law and destroying the Rule of Law. Not publishing the decision appointing the Government in the official gazette would be something very close to a coup. It's a regulated procedure. The person responsible for issuing the publication order has no margin of decision. After publication, it can be appealed.


Lying once more Spain will maintain central government control over Catalonia after the region’s new leader nominated his cabinet. Catalonia's new President Quim Torra named his cabinet on Sunday, including politicians who are either in jail awaiting trial or exile for their part in Catalonia’s Democratic Referendum. This was an electoral promise both of Together for Catalonia and Catalonia's Republcain left. Spain's leader Mariano Rajoy denounced the move as a provocation and has gained the support of the Socialist Party in blocking the formation of the cabinet. The new Catalan government must not be ratified by Madrid before it can take power because Rajoy promised that he would accept the result of the elections which were convokek by himself. Rajoy said that when a government was elected by the people he would restore Catalan self-government. Once more he lied. Spanish far right, C'anos, and nationalist left, PSOE, support the decision of Rajoy to break the law.
